			<content:encoded><![CDATA[<p>Two paramedics have been disciplined after they pronounced a young Norfolk road crash victim dead and covered him with a tarpaulin &#8211; only for a police officer to discover he was still alive.</p>
<p>An inquest into the death of Artur Palchimowicz heard the 22-year-old had little chance of recovering from the injuries he sustained in the crash, but the coroner at his inquest said the blunder by ambulance staff was “deeply concerning”.</p>
<p>The inquest heard how paramedics had covered Mr Palchimowicz&#8217;s body with a tarpaulin after the crash on the A140 between Long Stratton and Norwich just days before Christmas last December.</p>
<p>It was only when a policeman lifted the covering that he realised Mr Palchimowicz was still breathing.</p>
<p>The inquest heard paramedics had failed to do an electro-cardiogram (ECG) check on the victim, which is standard procedure before pronouncing somebody dead.</p>
<p>It was only when a senior paramedic arrived on the scene that the test was carried out, and then the victim was treated and taken to hospital, where he died nearly three hours later.</p>

<p>Alexander McLeman, who has worked in the Broch for 30 years, yesterday took up a new post as a part-time relief worker at Banff, following disciplinary action.</p>
<p>Mr McLeman broke strict Scottish Ambulance Service rules last year when he alerted the media to paramedic Alfred Park, who had refused to respond to an emergency call to help a dying woman who lived just 300 yards from the Broch base.</p>

<p>William Munro, from Glasgow, was working in the city’s Southside area on April 24 in 2006 when he is alleged to have refused to answer the 999 emergencies.</p>

<p>A HPC Conduct and Competence Committee heard that the registrant was driving an unmarked emergency response vehicle and was on call at the time he was stopped by police.</p>

<p>A HPC Conduct and Competence Committee heard that Ms Holland dishonestly represented her academic qualifications and sickness history on a number of job application forms since May 2000, breaching the HPC standards of conduct performance and ethics.</p>

<p>An investigation is under way after the incident in Stockton, Teesside, on 18 May, in which a 69-year-old man died.</p>
<p>Instead of taking the stroke victim to Stockton&#8217;s North Tees Hospital, a paramedic drove to the town&#8217;s ambulance station.</p>
<p>A North East Ambulance Service Trust (NEAS) spokesman said a paramedic and a technician had been suspended.</p>

			<content:encoded><![CDATA[<p>Two ambulance managers used an NHS vehicle to go on a &#8220;booze cruise&#8221; to France, a disciplinary panel has heard.</p>
<p>Essex Ambulance staff Richard Lane and Paul Leaman had some seats taken out to fit in more alcohol, it was claimed.</p>
<p>The trust then had to foot the bill for the alterations in 2001, the Health Professions Council (HPC) was told.</p>
<p>The two former senior managers admit the facts of the charges but deny that their fitness to practise is impaired, the misconduct tribunal heard.</p>
<p>Representing the HPC, Vicky Lord said: &#8220;They were engaged in what appeared to be a vacation across to France to bring back quantities of alcohol into the country using a trust vehicle.&#8221;</p>
<p><strong>&#8216;Removed back seats&#8217;</strong></p>
<p>Trust employee Paul Holmes noticed the bill and blew the whistle.</p>
<p>He said: &#8220;This vehicle had three rows of seats and, as there were only four people going, removing the back seats would have given them a lot more stowage for their alcohol.&#8221;</p>
<p>It is also claimed that Mr Lane and Mr Leaman colluded with a company called Alliance Trading and harassed other staff to use it as a supplier.</p>
<p>The financial allegations and booze cruise claims which were reported by Mr Holmes date back to 2001.</p>
<p>The HPC was told that he was then bullied by Mr Lane and Mr Leaman and subjected to a disproportionate disciplinary procedure in 2005.</p>
<p><strong>&#8216;Victimisation&#8217;</strong></p>
<p>Transport manager Mr Holmes told the hearing he took Essex Ambulance Service to an employment tribunal over his treatment at the hands of Mr Leaman and Mr Lane.</p>
<p>Mr Leaman is now seconded to West Midlands Ambulance Service and Mr Lane no longer works for the trust.</p>
<p>Ms Lord said: &#8220;Mr Holmes was victimised by the registrants, which led to an incredibly stressful episode in his life.</p>
<p>&#8220;A hard-working, honest man, who sought to stick to the rules, in my submission, was harassed for what was honesty and integrity.&#8221;</p>
<p>Mr Leaman is accused of starting disproportionate disciplinary proceedings against Mr Holmes without an investigation, and Mr Lane of bullying Mr Holmes at an internal disciplinary panel meeting.</p>
<p>The hearing was adjourned until Wednesday.</p>
